Was the Treaty of Versailles- fair or unfair? Justify.

I thought that the Treaty of Versailles was totally fair because Germany should have payed for everything because they are the ones that started the war in the first place. These are the Treaty's that I thought were fair: 233. Germany will have to pay for all civilian and damages done to the country during World War 1. 428. That Germany will have on the west of the Rhine river Allied troops for the next 15 years. Those are the only ones that I thought were fair but there were more but they weren't as fair as I thought.
